Eric Nisley Continues Abusive Corruption He Was Involved in While Serving as District Attorney in Wasco County, Oregon

Jefferson County, Oregon – It was shocking to find that someone had hired ex-Wasco County, Oregon District Attorney Eric Nisley after his repeated, abusive actions while serving as District Attorney in Wasco County. However, Nisley found an ally in neighboring Jefferson County District Attorney Steven Leriche. Nisley’s abuse culminated by him having his license to practice law suspended by the Oregon State Bar Association. After his license was reinstated, he lost the subsequent election. Unelectable in Wasco County Nisley continued his coercion and unmonitored abuse of defendants as an Assistant District Attorney under the not-so watchful eyes of Leriche.

Midwife Allegra Lilly LDM, CPM was charged in March of 2025 for Felony Eluding and Reckless Driving as she rushed to a patient’s home who was having a difficult childbirth. What should have been a speeding ticket at most was turned into serious charges by Jefferson County Deputy Sheriff Tyler Eicher. Lilly had called into police dispatch to inform them she might be going over the speed limit to get to her patient in time who just happened to be the wife of Crook County Deputy Sheriff Ramon Licea. Lilly was reportedly going 85 mph on a road with very light traffic. Remarkably, the successful birth took place just 23 minutes after Lilly arrived at Licea’s home.

Jefferson County Assistant Prosecutor Eric Nisley offered to drop the felony charge against Lilly if she agreed to plead guilty to Reckless Driving and she accepted thinking the court would be understanding of her situation which didn’t turn out to be the case. Among the list of excessive punishments ordered by the court, Lilly was required to serve 12 months’ probation and send a letter of apology to Deputy Eicher. Lilly’s attorney explained to the court that she had already sent a letter of apology and when the court asked Nisley if he was aware of this, he stated he would have his staff look for it.

Thinking her ordeal was over Lilly decided to take her lumps and continue her successful midwifery business. Little did she know she was dealing with the horribly corrupt prosecutor Eric Nisley who loves to make up crimes, stack charges against defendants so he can coerce them into guilty pleas and will stop at nothing to hurt people who come across his path.

Nisley issued a no bail warrant for Lilly on November 26th, just one day before Thanksgiving. On November 29, 2025, two Crook County deputies arrived at Lilly’s home, placed her in handcuffs in front of her children and a friend and they escorted her to the Jefferson County line where Jefferson County deputies took her to jail. Lilly, a professional with a completely clean record, sat in jail from November 29th until her release at 2:00 pm on December 1, 2025.

The reason Nisley made up for issuing the warrant was that Lilly had not written the letter of apology she was ordered to write as part of her probation. The same letter that he had been informed had already been written at Lilly’s sentencing. The same letter that Jefferson County Deputy Toops noted that he and Deputy Eicher received in their police report. Yes, and the very same letter that was attached to the police report and became a part of Lilly’s case file. Nisley should be disbarred and charged with a crime himself for his atrociously evil actions in this case!

Lilly appears in court again on January 29, 2026, in Jefferson County Circuit Court for the false probation violation charge. She stated in a recent phone interview that she intends to represent herself. The hearing should be a short one and I would expect the judge will have some harsh words for Eric Nisley unless she has a special relationship with him.

Allegra Lilly without question has had her civil rights violated and she needs to sue Nisley and Jefferson County.
