Allegheny County, PA – On December 22, 2025, the US~Observer sent Allegheny County District Attorney (DA) Stephen Zappala a registered letter describing factually the reasons that Douglas Simoncic (DJ) was falsely convicted on October 11, 2022. Zappala’s assistant prosecutors Lisa Siobhann Carey and Kenneth Harris conducted the deceptive prosecution, however, Zappala remains the responsible person as he is the elected District Attorney for Allegheny County. Zappala’s successful prosecution of Simoncic was accomplished by using extremely persuasive, yet perjured testimony from the alleged victim.
The registered letter we sent to Zappala, provided indisputable proof that Simoncic was convicted due to the prosecutors providing false testimony to the jury. Laura DeLaney, Zappala’s damage control assistant signed for the letter on December 29, 2025, and to date Zappala has ignored the letter – he has chosen to remain silent, which in this case is an admission of guilt on his part.
Comparing Zappala’s act of circumventing his responsibility and avoiding facing his problems in this case matches perfectly with other reports of his subversive and unaccountable behavior.
Zappala’s Abusive History
We have just initiated our preliminary background investigation on DA Stephen Zappala Jr. and are finding plenty of damning information from publications in PA:
TribLive News – “Two prosecutors in the Allegheny County District Attorney’s office said earlier this month that they couldn’t withdraw criminal charges in one case or make a plea deal in another because of politics.”
WPXI.com News Staff – Nov 4, 2023 – “A long list of activists groups expressed concern and anger over a recent suggestion by DA Stephen Zappala to attempt to take control of Pittsburgh police if needed.”
From the office of Pittsburgh Mayor Ed Gainey – “It is clear that Mr. Zappala is unable to stand on his 20-year career and instead wishes to mislead and use fear to win an election.”
The Tribune Review – “Zapalla video briefing called political, irresponsible – Legal experts, defense attorneys and Pittsburgh city officials say the video appears to be politically motivated and inappropriate and could raise ethical questions.”
Pittsburgh City Paper – “On Wed., June 2, TribLive reported on an email that Allegheny County District Attorney Stephen Zappala sent to his deputy prosecutors forbidding them from offering any plea deals to the clients of a well-known Black lawyer who five days prior criticized Zappala’s office for being systemically racist. Almost immediately after the story broke, criticism of Zappala spread on social media, including two Pittsburgh area politicians who called on Zappala to resign or be removed from office.”
DA Zappala is clearly involved in very shady conduct. If he ignores sending a young man to prison based on perjured testimony, if he uses his office for political gain, if he is a racist as some claim, etc., etc., then what other bad acts has this disgraceful prosecutor committed in his past?
